The Former President's Progressive Warning Misses The Continent's Real Danger: Economic Decline.

The recent US security policy document presents a flawed assessment of the European Union. The document asserts that open-border policies and what it terms "progressive" policies represent an grave threat to the continent's identity. However, this perspective is based on a fundamental misinterpretation of the situation. The true danger facing Europe is not societal but technological and economic backwardness.

A Glaring Economic Divide Separating the US and Europe

The data reveal a stark contrast. From 2008 and 2023, US GDP surged by eighty-seven percent, while a paltry 13.5% growth for the EU. Over this period, EU GDP per capita fell from 76.5% to just 50% of the American figure. Strikingly, even the poorest US state now has a higher per capita income than several leading European economies like France and Italy.

Currently, about 50% of the world’s top fifty technology firms are US-based, while only four are from Europe.

The Innovation Shortfall: The Core Problem

This widening disparity stems from stronger efficiency gains in the United States, largely due to technological innovation and better use of resources. The landscape of world technology dominance is decidedly US-centric. Over the past five decades, 241 US firms have grown into enterprises valued at over ten billion dollars, compared with only fourteen in Europe.

This gap raises a vital question: As the competition for future industries like AI, semiconductors, and fusion energy, where does the EU positioned? Experts widely agree it is largely a two-horse race between the US and China, with Europe starting at a clear disadvantage.

Underlying Factors of Europe's Technological Lag

Several key reasons explain this innovation chasm.

  • Financing Ecosystem: The United States has a far deeper and more dynamic network for financing new ventures. Europe has yet to establish a true unified investment market, which limits the growth potential of new firms.
  • Bureaucratic Hurdles: Complex and divided rules hamper Europe. A US startup can introduce a product under a single set of laws to access a consumer base of hundreds of millions. The European Union, despite a bigger population, is divided among 27 different national regimes, creating huge market obstacles.
  • Mindset Differences: Views on entrepreneurial failure differ sharply. In parts of Europe, business failure was historically met with penalties, whereas in the United States, it is often seen as a valuable lesson.
  • Defense Spending: The US benefits from a deeply integrated academic-military-industrial complex. Europe's chronic underinvestment in defense has weakened its capacity for breakthrough innovation.

A Path Forward: Reasons for Cautious Optimism

In spite of these hurdles, there are reasons for optimism. European leaders are increasingly aware of the severe threat and have begun to advance serious reform. Notable analyses on EU competitiveness and the internal market highlight the need for major changes.

With the right policies and rule changes, Europe's strengths could support much higher levels of commercial innovation.

Europe retains considerable strengths: skilled workforce, excellent schools and universities, and premier labs. Coupled with a vast domestic consumer base and substantial household savings, these foundations could unleash a surge of venture creation.

Importantly, even if the EU does not take the lead in creating cutting-edge tech, it can still significantly boost productivity by adopting and adapting advancements from elsewhere.

An Inflection Point

The European Union now stands at a decisive moment. To paraphrase a famous line, decline often happens "gradually and then suddenly". To date, the continent's technological decline has been gradual. However, if it fails to take bold steps to tackle its deep-seated problems, today's slow erosion could give way to a sudden and irreversible decline in world influence.
