Europe breathed a deep collective sigh of relief on Monday, as the tension caused by the introduction of a new comprehensive peace framework for ending the war appeared – momentarily – to have been stabilised. A American diplomat spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Moscow made its retaliation: an extensive attack of aerial bombardment on Kyiv.
The Pattern of Peace Talks and Military Action
The sequence of opposing developments captured the grim essence of the current period. By day, diplomatic battles are fought: hopeful statements are delivered from multiple capitals. Immense energy is allocated on restraining specific proposals. By night, Moscow clearly shows the world that, for them, conflict continues to be the key method for achieving "peace".
After-Dark Attacks
As Russia's attack unfolded into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor rocket firings from across the border, a capability afforded by up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to intercept incoming aerial threats flew past – advanced fighter aircraft provided to Ukraine by European allies.
Soon thereafter, Kyiv's missile defense engaged: multiple launches deployed against a hostile projectile. This was a advanced protection mechanism at work, presumably supplied through Western nations. Every launch creates sudden vibrations, rattling buildings. The brief panic quickly gives way to grim resignation: perhaps the hostile projectile won't hit its mark this time, preventing destruction from catastrophe and additional electricity failures.
Continuous Dangers
Soon after, a heavy machine gun fired at a drone in the vicinity, part of a rapid response unit – probably Western-made equipment. Unfortunately, the shots failed to hit the hostile drone – it maintained course toward its objective.
Intermittently, this continued until dawn. Kyiv greeted the morning news: seven people killed, devastation and utility failures in numerous residences as a result of the evening attack. As always, everyone still went about their day – enduring hostilities. But those entire period illustrated Ukraine's vital need on international aid – a reliance that regional partners are demonstrably unable to fill in the short term.
Failed Diplomacy
The 28-point plan from Washington provoked deep reactions, controversy and deep concern – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and multilateral gatherings.
Every new initiative from US leadership unfolds according to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, effectively counters. They manage the tension but never actually achieve victory. This trend will, certainly, continue.
Tactical Assessments
It is easy to blame particular leaders of repeatedly advocating Kremlin's demands. But that does not seem to be the complete picture. American leadership operates on a premise familiar among experienced diplomats: you cannot achieve through diplomacy what you have been unable to protect through force. The US administration believes that it is unfeasible to compel Moscow to abandon the territory that it currently occupies in Ukraine's south or east.
The problem is that while recognising this factual reality, US leadership does little to deter Moscow, through diplomacy or military means, from assuming that the current condition will not shift further in its favour in the coming year.
Divergent Views
Therefore, the Kremlin is confident that duration works to their advantage – that Ukraine and its partners are coming close to fatigue. Their incentive to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be numerous efforts to stop fighting, but they will persist as long as Russia's leader remains highly assured in the result.
On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing civilians and areas but avoiding a complete military breakdown until situations evolve in its benefit.
Present Conditions
Realistically, there are no genuine requirements for a truce. Now, individual motivations are coming into play: personal goals to broker a ceasefire and secure international recognition, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the national cause against any proposal Kyiv finds unworkable, so that their priority does not move to internal issues. And although their mission will now be much harder after recent developments, it remains quite doubtful that this will modify their basic position.
These two forces are guiding negotiations.
Assessment and Future
It took a just a single week to eliminate the proposed articles of the current initiative. Aggressive and erratic handling of the matter by US administration, resistance by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, current information leaks, all achieved their purpose.
While new initiatives based on old ideas are imminent, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to fend off political attacks from Washington that are founded on Moscow's terms and demonstrate certain reluctance to modify developments, if they stand together and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, mainly require sustained allied backing.
